Sanandaj; Forced evacuation of the private “Seyyed al-Shohada” Hospital and deployment of IRGC forces; Concern and abandonment of some surrounding homes
March 5, 2026; In recent days and simultaneously with the military conflict between Israel-USA and the Islamic Republic of Iran, the private “Seyyed al-Shohada” Hospital in “Sanandaj” has been forcibly evacuated of medical staff and personnel by the forces of the Islamic Revolutionary Guard Corps (IRGC) and has been turned into a deployment site for IRGC forces. Following this action, some residents of the homes surrounding this hospital have also left their houses due to concerns for their lives.
An informed source, while confirming this news, told “Kurdpa”: “The personnel and medical staff of this hospital were forcibly evacuated and were told that they should not be present at the site, because the hospital has become an IRGC headquarters.” According to this source, the military forces of the IRGC, who evacuated their previous centers following the joint US and Israeli attacks on some military and government institutions, have been stationed in this hospital.
This source added: Among the forces stationed in this hospital are the military and security forces of the “Shahramfar” detention center in “Sanandaj,” which is affiliated with the IRGC Intelligence. Additionally, a portion of the local forces affiliated with the IRGC, known as “Jash,” are also present at this location.
According to this source, with the disclosure of the deployment of military forces in a private medical center, the concern of the surrounding residents has increased, and some families have evacuated their homes due to fear of the potential targeting of this location.
The private “Seyyed al-Shohada” Hospital;
The private “Seyyed al-Shohada” Hospital, located at “Kuhnavard” Square, “Mobarakabad Street,” near “Shebli” Boulevard, is accessible from various parts of the city. This hospital has 2 floors with a medium capacity for admitting patients regarding general treatments, surgery, women's health, etc.
The “Shahramfar” security detention center;
The “Shahramfar” security detention center, which is managed under the direct supervision of the Intelligence Organization of the IRGC, is located inside the “Shahramfar” base on “Khosrowabad (Shebli)” Boulevard in “Sanandaj” and is known as one of the most secret interrogation centers for pressuring political, civil, and environmental activists and detainees of popular uprisings; this center is designed with a two-story structure including interrogation rooms and about 30 individual and multi-person cells (with very small dimensions and lacking windows) where detainees are held in absolute isolation and deprived of the right to access a lawyer and family, and according to human rights documentation, are put under pressure using methods such as keeping lights on 24 hours a day, severe restrictions on using the restroom, and physical and psychological torture in the basement of the complex to extract forced confessions, while due to the lack of supervision by the Prisons Organization over this place, the fate of many prisoners remains in complete ambiguity until the time of transfer to the central prison.
The position of “Kurdpa”;
“Kurdpa,” as a human rights institution, warns against the use of a medical center as a deployment site for military forces. Based on international humanitarian law principles, medical centers enjoy special protection, and turning them into military targets or uses can strip away this protection and place the lives of patients, medical staff, and surrounding residents in direct danger. In conditions where this hospital is located within the residential fabric of the city and numerous residential houses are situated around it, the deployment of military forces can turn the entire area into a potential target for attacks and create a widespread sense of insecurity among citizens.
Also, reports indicate that no information, public warning, or safety instruction regarding the war situation and potential risks has been provided to the residents of the area. The failure to provide warnings and transparent information to the people, alongside the deployment of military forces in a medical center, can be considered a violation of the government's obligations toward the protection of civilians. “Kurdpa” emphasizes the urgent necessity of stopping the military use of medical centers and guaranteeing the security of residents of residential areas.
