November 3, 2026; Following the announcement of the government's "Jan-Fada" [Self-Sacrifice] military exercise, scheduled to take place on Wednesday, November 4, 2026—coinciding with "Student Day and the Day of Fighting Global Arrogance"—the Municipality of Bukan issued a directive addressed to all state bodies and offices, obligating them to attend the event. Under this directive, employees of government offices are forced to participate in the drill.

According to an informed source speaking to Kurdpa and based on a letter from the Bukan Municipality dated November 3, 2026, signed by "Amir Ahmadi," the Mayor of Bukan—a copy of which was obtained by Kurdpa—all personnel of the municipality, as well as its affiliated organizations and units, have been ordered to ensure maximum attendance at the government's "Jan-Fada" exercise on Wednesday, November 4, 2026, under the slogan "People-Centered Defense, Sustainable Iran," by reporting to designated locations. According to this notice, employees must gather at the city cemetery of Bukan at precisely 8:00 AM.

This written order encompasses two groups of employees: general staff and personnel, who must report to the city cemetery of Bukan at 8:00 AM to be dispatched alongside officials to the exercise site; and members of organized battalions—comprising individuals pre-selected to serve in these units—who must report to Meteorologic Street at 7:30 AM and present themselves to "Mr. Abdulhakim Hashemi."

Kurdpa's informed source emphasized that beyond the staff of the Bukan Municipality, this compulsory directive was issued to all government offices, leaving their personnel obligated to attend the ceremony. Furthermore, according to the source, several of these organized groups were gathered today to practice military drill parades.

State media outlets have announced that the special programs for November 4—a day designated in the state calendar as the "Day of Fighting Global Arrogance" and "Student Day"—will be conducted within the framework of the "Jan-Fada" exercise.

The so-called "Jan-Fada" project was established by the IRGC and Basij following the 2026 military tensions between the Islamic Republic of Iran, the United States, and Israel. Since late summer 2026, through mandatory administrative circulars issued to institutions such as municipalities, personnel have been coerced under threats of disciplinary and employment sanctions to join organized battalions. The state's media campaign surrounding this exercise on the occasion of November 4 aims to conceal its crisis of legitimacy, project deterrence, and falsely portray this forced attendance as "voluntary public support."

This government event is being conducted with full security measures for state supporters at a time when society is grappling with crushing inflation, protests are met with repression and killings (such as the January atrocities), and even posting a "protest story" on social media is criminalized with imprisonment and execution. From a human rights perspective, this stark discrimination and the instrumentalization of employees' livelihoods constitute a clear manifestation of systematic discrimination, the violation of freedom of expression, and the deprivation of free will and human dignity (per Articles 1 and 5 of the Universal Declaration of Human Rights).
